PDC IS FOUNDED

Phillips Development Corporation d/b/a PDC Companies is founded in Little Rock, Arkansas to address widespread demand for real estate development and housing production.

FIRST AFFORDABLE HOUSING COMMUNITY BUILT

Murfreesboro Apartments, PDC’s first affordable housing community, is built using funds from the Farmers Home Administration, predecessor to USDA’s Rural Development agency. These Section 515 Rural Rental Housing funds were crucial in the development and stabilization in rural Arkansas.

FIRST TAX CREDIT COMMUNITIES BUILT

Through the use of the newly introduced Low Income Housing Tax Credit (LIHTC), PDC develops and builds their first tax credit communities, located in the delta region of Arkansas. Since it was enacted through the Tax Reform Act of 1986, the LIHTC is the single most successful housing program in the history of the United States, leveraging private investment with federal tax credits.

FIRST AFFORDABLE HOUSING COMMUNITY OPENS IN KENTUCKY

Fairground Place, PDC Companies’ first affordable housing community in Kentucky, opens in Bedford, Kentucky.

FORT HOPE APARTMENTS OPENS

Fort Hope Apartments opens in Cape Girardeau, Missouri. PDC has two Cape Girardeau communities, with Napa Ridge being Fort Hope’s sister property (photo above).

PDC BEGINS REINVESTING

PDC begins reinvesting in its portfolio through rehabilitations with the renovation of Mountain View Apartments and Augusta Square Apartments. PDC is committed to the preservation of our nation’s existing housing stock.

THE HEIGHTS AT SENECA-PROJECT COMPLETE

The Heights at Seneca, located on 9.72 acres just south of Downtown Hot Springs, features six three-story residential buildings, offering 24 two-bedroom and 37 three-bedroom apartments. The 61-unit apartment community will house very-low and low income families in the Hot Springs and Greater Garland County area.

THE HEIGHTS AT SHACKELFORD-PROJECT COMPLETE

The Heights at Shackleford, located at 4100 S. Shackleford in Little Rock, features seven three-story residential buildings, offering 12 two-bedroom, 48 three-bedroom, and 24 four-bedroom apartments. The 84-unit apartment community will house very-low and low income families in the greater Little Rock area.

ROGERS APARTMENTS- PROJECT COMPLETE

Rogers Apartments rehab and new construction units are complete. This property now consists of 43 one-bedroom, 22 two-bedroom, and 17 three-bedroom units for a total of 82 affordable units.
